This is an Electrical Double Tap. This is a condition when 2 or more cables are connected to one breaker. This is considered a potential electrical fire hazard. Breakers were built to have a certain level of pressure, when you connect two wires to the same breaker, it causes it to not tighten as much as it should. Therefore, leaving the possibility of one of these wires to be loose.
